QUESTION OF PRIVILEGE OF REP. JOKER ARROYO
I rise on a question of collective privilege on a constitutional issue that affects the integrity of the House and it is very ripe to continue existing.
In the course of the fight for the speakership, Rep. Agapito Aquino, chairman of the reform bloc, raised questions regarding the fitness of Rep. Villar to seek the speakership. Rep. Villar chose to answer the charges but he was overwhelmingly elected Speaker by this House.
Successful election, however, does not answer the questions nor lay to rest charges of wrongdoing, not in government of laws.
We had a colleague, we still have a colleague in the person of Congressman Jalosjos. He was elected by his district but that did not erase his conviction. So, drawing a parallel election does not wipe out the offense.
The questions raised, nay, the charges against Speaker Villar are constitutional in character. And our duty as members of the legislature is peremptory and clear. We took oath to support and defend the Constitution and uphold the laws. The Constitution has been violated, laws have been broken. If we are to continue in the capacity of public officials, if this Chamber is to continue in its very character as legislature, an indispensable pillar in the system of checks and balances, then we must come to the Constitution’ s defense and the vindication of the laws.
I hesitated long and pondered hard whether to raise these questions for fear of being accused of sour-graping and being a poor sport. But this has nothing to do with sports. Our duty is clear, there are charges of illegalities, the charges must be heard and answered. I am reminded of the case of Speaker Newt Gingrich of the United States House of Representatives. He was investigated by the United States House of Representatives for I think collecting some fees of books he wrote while Speaker (I am not too sure of the facts). But one thing I am sure of is this, the House after hearing censured its own Speaker and penalized him with a penalty was meted out. In other words, there are precedents and we must not hesitate to do our duty.
Article XI of the Constitution is titled “Accountability of Public Officers” it proscribes in Section 16 that:
“No loan, guaranty, or other form of financial accommodation for any business purpose may be granted, directly or indirectly, by any government or controlled bank or financial institution to the President, the Vice President, the Members of the Cabinet, the Congress, the Supreme Court, and the Constitutional Commission, the Ombudsman, or to any firm or entity in which they have controlling interest, during their term.”
Charge I. Low cost housing is totally dependent on government agencies such as PAG-IBIG, National Home Mortgage Finance Corporation (NHMFC), SSS, GSIS, and other government financial institutions.
Speaker Villar and the companies of which he is President or Chairman, or where he has a controlling interest, are the biggest low-cost housing developers in the country. To be more specific, it is the Camella and Palmera Homes and its principal subsidiaries, the Household Development Corporation and Palmera and Communities Philippines.
In violation of the constitutional injunction, these companies were given financial accommodations by government banks or financial institutions, among them, PAG-IBIG and the National Home Mortgage Finance Corporation among others, during Speaker Villar’s term as Representative from 1992 to 1998 to finance their business purposes.
Charge II. Representative Villar, from 1992 to 1998 did not divest himself of his interests in, nor did he sever his connections with, the companies aforestated. They obtained financial accommodations from the above government financial institutions while he was a Member of Congress. Since he did not, therefore, such companies were forbidden from entering into such financial arrangements.
Because of our Constitution, Republic Act No. 6713 known as the “Code of Conduct and Ethical Standards for Public Officials” states in Section 9:
“Divestment. – A public official or employee should avoid conflicts of interest at all times. When a conflict of interest arises, he shall resign from his position in any private business enterprise within thirty (30) days from his assumption of office and/or divest himself of his shareholdings or interest within sixty (60) days from such assumption.. .”
Charge III. Nor has Speaker Villar, up to now, I am saying up to now, divested himself of his interests in, nor has he severed his connections with, the companies aforestated. Speaker Villar is in no hurry to divest because he has declared that he is under no obligation to do so. A continuing violation.
Charge IV. Speaker Villar controls the Capitol Bank. Mrs. Villar is the chief executive officer. The Capitol Bank received loans, financial accommodations and guarantees from the Bangko Sentral ng Pilipinas from 1992 to 1998 while he was a Representative. That is constitutionally forbidden.
To sum it up, the constitutional prohibition is very simple. If a Representative has a controlling interest in a firm or entity, that firm or entity cannot be extended a loan, a guaranty, or a financial accommodation for any business purpose from any government financial institution.
If that firm or entity would like to obtain a loan, a guaranty or a financial accommodation from a government financial institution, that firm or entity must first relieve itself of the controlling interest of the Representative.
It is my humble submission that Speaker Villar did not do either.
Republic Act No. 3019, otherwise known as the Anti-Graft and Corrupt Practices Act, provides in Section 6 therefore as follows:
“Sec. 6. Prohibition on Members of Congress. – It shall be unlawful hereafter for any Member of the Congress during the term for which he has been elected, to acquire or to receive any personal or pecuniary interest in any specific business enterprise which will be directly and particularly favoured or benefited by any law or resolution authored by him previously approved or adopted by the Congress during the same term.
The provision of this section shall apply to any other public officer who recommended that initiation in Congress of the enactment or adoption of any law or resolution, and acquires any such interest during his incumbency.”
In other words, even if he was not the principal author, if he did ask or initiated the enactment of such a law, he is covered by the prohibition.
Simply put, during our term of office, each one of us, it shall be unlawful for us to author any law or resolution that would benefit orfavor us. The above prohibition shall apply even to that representative who just recommended, not even authored, the enactment of such law that benefited him.
Charge V. Representative Villar, in his bid for the speakership, prepared a propaganda kit that he distributed to Congressmen and media. I think you were given copies of the one. It is entitled “Manny B. Villar, Jr., Achiever and Visionary Leader,” and [in] the “Legislative Performance of Congressman Manny B. Villar, Jr.” Representative Villar unequivocally said that he “incorporated in the landmark Comprehensive and Integrated Shelter Finance Act, Republic Act No. 7835, the recapitalization of the National Home Mortgage and Finance Corporation and the amendment to the Agri-Aqua Law to include housing investment.”
Speaker Villar’s companies are engaged in housing. He thereby violated the Anti-Graft Law.
The aforementioned Act, which incorporates H.B. No. 6145, co-authored by then Representative Villar mandates “banks to extend to housing loans not utilized for agriculture and agrarian reform credit.” In other words, loanable funds for agriculture and agrarian credit are to be re-channeled to housing, Speaker Villar’s business.
Representative Villar co-authored H.B. No. 11005 which “increased the capital of the National Home Mortgage and Finance Corporation” and is the main source of funding of Speaker Villar’s companies. President Estrada admitted that the National Home Mortgage and Finance Coporation is presently bankrupt. He said that to the following: LAMP President Edgardo Angara, CongressmanAgapito Aquino, Presidential Legislative Liaison Officer Jimmy Policarpio, former Congresman Miguel Romero and myself. The President no less said that it is bankrupt. Increasing the capitalization of a bankrupt GFI benefited Representative Villar’s housing companies.
In the same propaganda kit of Speaker Villar, it states that “also passed by the House were Villar’s measures to make Pag-ibig Find contributions compulsory and to increase housing investments with the SSS.” Pag-ibig is a main source of funding of Speaker Villar’scompanies.
In a word, Representative Villar’s legilslation from 1992 to 1998 were designed to benefit his business, a violation of the Anti-Graft Law.
Now, the same provision of the Anti-Graft and Corrupt Practices Act, provides in the third paragraph of Section 6 thereof, as follows:
It shall likewise be unlawful for such member of Congress or other public officer, who, having such interest prior to the approval of such law or resolution authored or recommended by him, continues for thirty days after such approval to retain such interest.
Charge VI. When those bills that Representative Villar introduced or co-authored were enacted into law, he did not divest himself of his interest in his companies that benefited therefrom.
Now, Republic Act 6713, known as the Code of Conduct and Ethical Standards for Public Officials provides in Section 3 (j):
Section 3 (j) “Divestment” is the transfer of title or disposal of interest in property by voluntarily, completely and actually depriving or dispossessing oneself of his right or title to it in favour of a person or persons other than his spouse and relatives as defined in this Act.
Charge VII. Manuela Corporation applied for and was granted a loan of P1 billion by the SSS, a government financial institution. Another P2 billion loan would be syndicated with another government financial institution, the GSIS. Total syndicated loan from the twoGFIs: P3 billion.
Manuela Corporation, a housing and realty corporation, is owned by the family of the wife of Speaker Villar. An indirect financial accommodation. Again, the same Code of Conduct and Ethical Standards for Public Officials states in Section 3 (k) thereof:
Section 3 (k) “Relatives” refers to any and all persons related to a public official or employee within the fourth civil degree of consanguinity or affinity, including bilas, inso, or balae.
SSS, historically and as a matter of public policy does not extend direct loans to any company. It extends loans to banks or to public or private financial institutions but not directly to business enterprises. The direct loan to Manuela Corporation is a first in SSS history.
Charge VIII. Manuela Corporation owes the Capitol Bank, which also owned by Speaker Villar, P150 million. There may be nothing wrong with that because both are private entities. However, out of the P3 billion earmarked to liquidate the P150 million Capitol Bank loan to the failing Manuela Corporation. In other words, it is a financial accommodation extended by GFIs to relieve Capitol Bank, owned by Speaker Villar, of the P150 million loan. Another indirect financial accommodation.
Charge IX. The Comprehensive Agrarian Reform Program (CARP) is being undertaken in obedience to a constitutional mandate. All lands covered by CARP cannot be used for residential, agricultural, industrial or other uses unless a clearance, conversion, or exemption for a particular property is first issued by DAR.
Speaker Villar’s companies are developing or have developed 5,950 hectares or almost 60,000,000 square meters of CARP lands into residential subdivision without the appropriate DAR issuances that would authorize such lands to be used for residential purposes. Atraducement of the constitutionally directed CARP law.
Article XIII of the Constitution, in Sections 4,5,6,7 and 8 states with clarity what the agrarian reform program is all about.
Just to give you an idea about how big 60,000,000 square meters is – my constituency of Makati is only one-third of that size. It is only roughly 21,000,000 square meters. If you add the entire area of Las Piñas and Makati, that is the residential subdivisions covered by the companies of Speaker Villar.
The House cannot reform itself, much less even operate effectively if a cloud of doubt hangs over the Speaker of the House. It is to the interest of the Speaker and the Members no less if these concerns are addressed frontally and resolved forthwith to clear the path for meaningful reforms.
Public office is a public trust. We, the representatives of the people pay a price for getting elected to public office. The Constitution imposes on us certain constraints which we must follow to the letter.
Let me allude to the Members of Congress who are barristers – the Constitution forbids us, lawyers, from appearing in court. In my case, for instance, I was a practitioner up to 1992. I got elected to the House so I stopped practicing, or in other words, I no longer appear in court. That is the price I have to pay. I think I was earning adequately in the practice of law, but I have to make a choice. Do I want to be a lawyer or I want to be a Congressman? If I want to continue being a lawyer, then I must not be a Congressman. If I have to be a Congressman then I must stop lawyering. That is what the Constitution says.
So in the case of Speaker Villar, it is simple. If he wants to go/continue in business and deal with government financial institutions, he can do so but he cannot also be a Congressman. If he wants to be a Congressman, then he must not be in business which deals with the government. We have to pay a price.
So, this case is a learning experience for us all. Whatever the outcome, it will show the things we can do, the things we cannot do, and the things we must do.
I would propose that the House of Representatives constitute itself into a Committee of the Whole to hear the charges and the Speaker’s defense.
He will have a trial that is more than fair to him for he will be judged by the very peers who elevated him to be the first among equals, only this time they will judge him according to the law.
I will never seek the speakership again nor in any manner challenge the leadership of Speaker Villar except on this specific issue of constitutional breach that calls into question the rule of law.
This is how important it is.
So I rest my cause.

So, mga kababayan, siguro naman kahit Grade one na bata ay makakahalata na na ang “modus” ay iisa at ang “style” ng pagsasamantala sa tungkulin ay hinding-hindi nagbabago tulad nuong nasa House of Representative pa ang ating “magiting” na Senator…taong bayan, gising, gising at husgahan na natin ang mga pagmamalabis na ito…simple lang naman, just do not vote for this guy!!!! Mabuhay ang Pilipinas!!!!
Nobody wants will vote for Manny Villar for presidency except the Remulla’s of Cavite, The Marcos Loyalists, Satur Ocampo’s group NPA and NP tradpoliticians members.
All intellegent voters will vote for candidate who is not corrupt but clean even he is not lawyer.

From congressman to senator…Puro pansariling interes and inuuna ni Villar. Puro sa sariling business. Paano na kung maging Presidente pa siya? Matakot po tayo sa abilidad niya na takbuhan ang mga inquiries at investigation. Matakot po tayo sa kakayahan niya sa corruption. Be afraid of Villar’s expertise in promoting his business at the expense of the Philippines and with total disregard of the law.

Bakit sasabihing wasteful ang C5 exyesion project? Kung ito ang nadaanan ng sasakyan namin last week galing Alabang dadaan ng Daang Hari papuntang Cavite,at ito ang C5 ext, napakalaking pakinabang ito sa taong bayan. Maganda ang kalye, maluwang at maraming nagdadaang sasakyan. Natuwa kami ng husband ko dahil ang haba ng daan tapos walang bayad o toll. Ang Coastal Road na BOT yata, mahigit ng 20 yrs na nagbabayad ang mga taga Cavite ng toll na hindi malaman hanggang kailan. Sa sinasabi ni Ms Monsod na BOT dapat ang C5 ext, hindi ba magbabayad ng toll ang taong bayan para mabayaran ang gumawa pag natapos? Paanong naging wasteful ang project na malinaw na pinapakinabangan ng taongbayan dahil walang toll fee dahil DPWH ang gumawa? Siguradong mas mahal aabutin ang halaga ng kalye o anumang infrastructure kung BOT dahil babawiin ng nag invest ang puhunan nila na may napakalaking tubo at may interest pa. Kanino ipapasa ang gastos na ito kundi sa taong bayan na magbabayad ng mahal na toll fee na hindi malaman kung hanggang kailan. Economist naman si Ms Monsod. Bakit hindi niya binannggit ito sa kanyang research? Hindi niya ba ito naisip? magkano toll fee kung sakaling BOT? Nakadaan na ba siya sa nasabing C5 Ext? Ang nakita kong resulta nito, na decongest ang main road ng Cavite na Aguinaldo highway na part ng Bacoor. Ang karamihan ng mga nagtatrabaho sa Manila, Makati, Pasay, Paranaque sa Cavite umuuwi. Sila ang nakikinabang sa kalyeng ito. Bakit wasteful? Dahil ba sa silang nagsasabi nito umuuwi sa malalking subdivision sa makati na hindi nakaranas na magbiyahe ng halos 2 minsan 3 oras para makauwi sa bahay nila sa Cavite na wala pang 30km ang layo sa pinagtatrabahuhan?

i work for a property development company and i can tell you all that while we strive to bring down our prices to make them more affordable, we simply cannot do so without losing money. we are always forced to allocate additional 10% or so for “lagay”; otherwise our applications for permits will not move or will take many many months. if you think that graft and corruption (in any form) does not affect you, think again. the 10% budget that our company is forced to allocate, translates to more than 10% savings (including the related VAT and EWT savings) that we could have passed on gladly to our buyers. kami pa lang ito. imagine the amount of under-the-table money that other companies and those in the other industries have to pay for.
in the end, it is the citizens who bear the costs of all these “lagay”. all things we buy, from rice, to clothes, to medicines, to cars, to houses, to fuel, … lahat yan may patong to cover the “lagay” that had to be spent by the businesses or businessmen involved (the manufacturer, the freight handler, transporter, distributor, the retailer, etc.)
to those who think that we do not need to stamp out graft and corruption in this country, think again.
ponder on what your money can buy if all products and services were delivered to you graft-free and corruption-free every step of the way. imagine how much better life will be for everyone if all the taxes deducted from our monthly pay are spent wisely with the filipino welfare in mind.
there’d be better roads, cleaner pasig river, less street beggars, less sidewalk vendors, less squatters, better and free health-care, cheaper electricity, cheaper water, cheaper phone bills, better drainage system (no Ondoy-scale flooding), less rebels, less private armies, cheaper and maybe better products and services in general, more and better schools, more educated people, monthly pensions for the jobless and the retired, etc., etc.

Ang totoo nito, ginawa ni villar ang C5 hindi para lang sa inyo kundi para din sa kanyang negosyo. Kaya nga overpriced yung right of way payment at saka lumaki ang value ng property nya eh. Di ba labag sa batas yan? Bakit ang iba sa atin ayaw pa rin maniwala?
Sino ba ang kawawa dito? Di ba ang mahihirap? Wala naman epekto sa kabuhayan ni Winnie Monsod yan dahil maayos ang hanapbuhay nya. Ang kawawa ang taong bayan na magbabayad na naman ng buwis para sa 6 bilyon na ang nakinabang ay negosyo ni villar at ang mga nakatira sa subdivisions na nadaanan ng C5. Kawawa ang mahihirap na dapat may sapat na tulong pangkalusugan, pag aaral at iba pang social services.

Tungkol naman sa pagbabayad ng toll, nagbabayad din kami sa SLEX and NLEX pati SCTEX. Huwag mo naman sanang gawing kanya kanya atin atin ang issue sa C5 at nakikinabang kaming taga cavite dito. Infrastructure yon na hindi lang naman taga cavite makikinabang. Napakaraming manggagawa na makikinabang ang pamilya na galing pa sa ibat ibang probinsya na nagtatrabaho o umuuwi sa south luzon. Walang makakawawang taong bayan dahil sa ang pondong inilaan ng gobyerno para sa infrastructure like roads, bridges etc, hindi puedeng ilipat sa education, social services, health, armed forces, etc. Sa pagkakakaalam ko, may kanya kanyang budget o pondo ang departamento ng gobyerno. Meron para sa education, sa health, armed forces etc. Ang ginamit sa C5 budget para infrastructure o para sa DPWH. Hindi naman yata puede na gamitin ang para sa roads ilipat para sa education o social services etc na katulad ng sinasabi mo. Kapag ginawa ang sinasabi mo, malversation of funds ang mangyayari.

As i read along the lines of these issues, nagtataka ako bakit despite of his violations, Manny Villar still remains in his post. At tungkol sa C-5 road project w/c involves billions of pesos, why was it approved? hindi ba ito dumaan sa masusing proceso, who were the approving bodies? Siguro tama rin na maraming nakinabang dito, pero mas malaki ang pakinabang ng may mga properties sa area, like Manny Villar, something’s fishy’s going on with the GMA governance and this Mr. Villar. Noynoy is not Cory, and definitely not Ninoy. Same with Gibo is not GMA. What assurance can we have that Nonoy will live up to the legacy (if any) of his parents? Have we forgotten who is his most celebrated sister? If good governance, honesty and all the good things they are saying about Noynoy run in the family, then we must be seeing an exception as we watch the television daily.
Who we need is someone who could promise us change in the way government will run not only in the next six years but until the time of our children’s children.

Wow! this teaches us a very shocking conclusion: in Philippine politics be mediocre and lukewarm and you will be viewed as clean. If your parents are historical figures, most likely, you have a good chance of being elected. How illogical. They are against a businessman in malacanang because he will be thinking only of profits. So, they think it is better to have an ex-president’s son as president… by reason of….. (can’t think of anything, really now). They don’t want a bar topnotcher either, because there was one once and they called him dictator.
Why don’t we just ask every decendant of past presidents to run for presidency… we don’t know them well because they are not highly publicized, so we have nothing to accuse them of, like graft and corruption. They also have a good name to live upto.

The issue against Villar is valid and serious. Every Filipino should examine their conscience and determine deep in their heart if he/she will allow this man to lord it over this land with impunity and greed.
What will stop him if he is the president from amending the Constitution and allow foreigners to own land/ What will stop him from cornering all prime lands for his real estate development. If he can flaunt the law, and violate laws without blinking an eye now, what do you think is he capable of if he is the president?

Another point against Villar: he’s a congenital liar. He claims to be from poor family but both his parents were working and he studied in a private school (MIT pa yata ang HS) and he is pro-poor, having been from Tondo. If he was such, how come he has not done anything for the poor – with his millions of lots and houses, he could have have built a low cost subdivision for the poor of Tondo. All he has given away were a few houses through Wowowee but the value of exposure he derived from the process was worth more than the value of the houses he has given. He is really one astute operator that he will definitely get back what he will spend for the elections should he become the next president, plus all the tubo (multiplied how many times?).

Binanggit ko yan dahil nadismaya ako ng makita ko mula sa bintana ng eroplano na meron na namang malaking bagong subdivision ang ginagawa sa mga dating palayan. Siguro bandang Cavite yan kasi ang landing approach namin ay from Manila Bay. Hindi ko alam kung kay Villar yan pero kung kaninuman, para sa akin isang malaking kamalian yan at paglabag sa batas ng kalikasan.
Bakit tayo binabaha? Bakit marami sa atin ang may allergic reaction sa pollen ng mga halaman? Isa sa mga sagot dyan ay ang walang tuos na pagsemento ng mga natural na sumisipsip ng tubig ulan. Ang mga pollen na dapat natural na sasama sa lupa ay paikot-ikot sa hangin dahil kulang na ang lupa, puro semento na. Siguro alam mo yan dahil nasa medical profession ka pala.
Sana isipin din natin na malamang kung manalo si Villar magpapatuloy ang ganitong mga proyekto.
Ang mga low cost housing sa area ng Cavite, Bulakan, Rizal at iba pa, para sa akin ay isang malaking kamalian. Tumira din ako sa Cavite at alam ko kung gaano kahirap ang byahe papuntang Manila. Suma tutal, ang dapat low cost ay nagiging high cost dahil sa laki ng gastos sa gasolina at sa opportunity cost dahil sa tagal ng biyahe.
Ang dapat na low cost housing ay ang katulad ng BLISS housing projects kung saan pataas ang development, hindi palapad para konti lang ang nasesementong lupa. Hindi pa kakailanganing lumayo sa lugar na pinagtratrabahuhan kaya menos sa pamasahe, menos sa pagsunog ng gasolina.
Ang masakit nito, ang daming supposedly low cost housing projects ang ginagawa ng mga kompanya ni Villar at iba pang developers sa mga probinsiya. Ang dating agricultural land, iba nga bundok pa ay pinapatag para gawing subdivision.
Pasensya na at wala akong time para mag research sa lahat ng detalye pero hindi pikit ang mata ko sa katotohanan na nakikita ko sa araw araw. Una, ang pinagbasehan ko ng pagsasabi na overpriced ang Right of Way ay ang Senate Report at articles attributed to Winnie Monsod and many other writers. Ang Senado ay isang Constitutional Body na hindi pwedeng mag falsify ng mga dokumento, sabi nga ni Sen. Madrigal, they have 900 + documents to prove the culpability of Sen. Villar. Since mahilig ka rin lang mag-research, why not prove otherwise.
Naiintindihan ko yang zonal valuation, but don’t you think it’s striking na ang zonal valuation ng mga properties ni Villar ay mas mataas kumpara sa ibang subdivisions na hindi pag-aari ni Villar? Kung may time ka, please show proof na walang anomaly dun, then i will gladly admit na nagkamali ako sa paniniwala ko.
Tungkol dun sa sinabi mo na ang budget allocation na para sa infrastructure ay hindi pwedeng ilipat sa social services, tama ka dun, pag approve na ang budget. Ang point ko dun ay sino ba ang nag-insert ng budget para sa C5 extension kahit meron nang BOT? Di ba si Villar? Kung talagang para sa mahirap sya, dapat ang ginawa nyang insertion ay sa budget ng PGH, DSWD, DOH, DECS at hindi sa DPWH dahil meron na ngang BOT project. Di pa ba obvious kung para kanino sya, kailangan pa bang i-memorize yan?
Oo nga talaga namang magbabayad tayo ng buwis para sa dagdag na P6 bilyon, pero what i am trying to say is set the priorities right. Sa totoo lang, ako mismo ay makikinabang sa C5 Ext. na yan dahil taga South NCR din ako pero ang hindi ko maatim ay ang magastusan ang gobyerno at taong bayan ng hindi naman dapat dahil may BOT na nga eh. Oo nga, in the long run, mas mahal lalabas ang BOT pero ang dapat lang mag-shoulder nun e tayo na gumagamit ng magandang kalye, hindi si Juan Dela Cruz na nakatira sa Aurora Province kung saan ang daan patungo dun ay sira-sira.
Sana mabasa mo pa itong sagot ko at tingnan ang issue sa punto de vista ng ibang tao dahil sa tema ng salita mo ay ayaw mo nang makipagpalitan ng opinyon. Naiintindihan kita dahil marami sa mga kaopisina ko ay nagsasabi na malaking ginhawa ang C5 Ext. Pero marami din sa kanila ang nauunawaan na merong maling ginawa si Villar sa C5 Ext. Project.
I would have voted for the team of the transformers, but to do so is to make villar win over Noynoy. Because na-bankrupt ang National Homes Financing B_ll_hit na yan and when I checked and researched about my property only then I got to know that they have sold it previously to another person, who then got this same property financed by National Homes.
In short naloko ako at niloloko pa rin hanggang ngayon ng VILLAR COMPANY na ito. Mahirap po maging OFW, malayo sa mahal sa buhay tapos ang hirap din makisama sa kapwa natin PINOY abroad, higit sa lahat ang sakit ng mga panlalamang ng mga ibang lahi sa ating mga PINOY.

For me, I will vote for Teodoro because after watching and hearing his platform, he makes sense in what he is saying. Nagkataon lang ng administration sya. Noynoy is good also but for me, its not his time to be president. Parang napilitan lang sya because of party request. Kung may accusations kay villar, then I hope the right person wins the presidency. Sana si noynoy na lang o iba at wag na lang yung may stain or question ang integrity. As I said, i’ll vote for Gibo kasi karapatan ko yun. Sino man ang manalo, we’ll still move on and go back to our daily responsibilities. Voters with discerning mind should be able to see that among the presidentiables, Gordon is the best choice with his intelligence and achievements. But if his chances are almost nil, then a vote for him is an indirect vote for Villar.
The only possible HOPE then for a better Philippines is Aquino.
I feel more comfortable in Aquino’s lacktustre but otherwise clean record than Villar’s credentials which is heavily tainted with immoral if not corrupt dealings.
If elected president, Aquino can surround himself with the best and clean minds for more effective governance.
An old person’s character can no longer change – a good person will remain good and a corrupt person will become even more corrupt (especially with all the powers he/she wields).

Maybe none, maybe it was just an initiative of a “Makabayang Pilipino” bannering the slogan “Pag Bad Ka Lagot Ka”. How about these days. Why is he defending Manny Villar on similar charges?.

Marcos was ousted from his position bec. people wanted change. people wanted freedom. the late cory aquino who was the exact opposite of marcos then became our president. and what happened to philippines? none. we did not progress. until now we are still a developing country. here we are again, wanting noynoy (the exact opposite of gma?!?) to be our next president. history repeats itself.
i cannot see the passion in noynoy. he did not planned it. running for presidency takes time. it need to be carefully planned. i can see it from noynoy it isn’t his goal or objective in life.
his sudden decision to run for presidency just proves us that he can be easily influenced. he cannot decide on his own. is this the president that we wanted all along? a person who is dependent on other people? we want noynoy bec. we know he will listen to our cries, i think filipinos want to be spoiled by him. is this what we want. noynoy always following our demands? bec. we are sure noynoy will give us the freedom that we are fighting eversince?
we wanted freedom and where did that freedom led us? it led us to having no discipline.

ARLINE, huwag kang magalit…. hindi naman kita kilala e, so my comments about you cannot possibly be “personal”… i just couldn’t resist asking the question because you seem to stubbornly back up Vilar notwithstanding the mounting evidence suggesting his lack of delicadeza — at the very least.
Let me ask you this question: “Do you honestly believe that Villar, who claims to be a good businessman and who has spent over Php 2 Billion for his campaign (by conservative estimates) is spending such amount so that he can render unselfish public service?” If you sincerely do, then by all means, vote for the guy.
SWEET PEN, Noynoy accepted the people’s call for him to run. This is the kind of president that I want. He never planned for it — unlike many of the candidates now. He merely accepted the call of the people. It does not mean that he is easily swayed. It only means that he listens to the people. Would you rather have a president who planned to become one many years in advance? I’d be scared to have such a president.
This country did flourish under Tita Cory’s watch. Admittedly, it did not prosper as many had hoped. But let us not forget that her administration was riddled with coup attempts left and right. Maski sinong magaling, mahihirapan ibangon ang Pilipinas kung tatadtarin ng mga sira ulong Honasan Coup attempts.
At that time, I was working for a investment firm. We had foreign investors ready to pump in more than USD 100 Million in various agri-projects that we have identified. They backed out after all the Coup attempts, ending up investing less than USD 5 Million and almost immediately attempting to liquidate and recover the same. Kami pa lang yun — one company and small scale. You can imagine how many opportunities were lost because of those coup’s.
Tita Cory’s administration is by no means perfect. But what can we expect? She did her job. She restored democracy, paving the way for a more a more prosperous Philippines.
Noynoy’s main job is simple. Stamp out (or at the very least, reduce) corruption. Siya lang at si Eddie Villanueva siguro ang may karapatan mangako ng ganito. Sila lang ang nakikita kong pwedeng gumawa nito.

I would like to echo back piNOY comments for Sweet Pen.
I do not know what kind of discerning mind Sweet Pen has but he/she obviously has blinders and refuses to see what are staring down on him/her.
Noynoy did not want to become president (even his sisters were against it) but he realised that there was a clamor for a clean presidentiable and so he was courageous enough to accept the challenge. He knew that it would not be a catwalk to the presidency (as his sisters feared) but he pushed on nonetheless because what is most at stake is the country’s future.
Villar’s records as a cunning (to put it mildly) businessman masquerading as a public servant (congressman/senator) are enough indications to show what awaits the Filipinos should he become the next president – hopefully, a new president will emerge and not a perpetuation of GMA under various grim scenarios.
There are two types of people who refuse to see the evil in Villar: those who currently benefit from him (one way or another) and those who stand to reap rewards from his presidency.
And what we – who are not in these categories – must do is to exert our utmost to make the electorate know what kind of evil person Villar has been.
Manny villar was evading during the C5 investigation he couldn’t face the senate because he was hiding something.From the very start he should not have touched or involved himself in the c5 project even if his purpose was to decongest traffic and faster travel for the daily commuters to avoid being suspected with hidden agenda.Now it has surfaced that his main purpose is to earn from the project.We are putting ourselves to a great RISK if we vote him for president on may 10
Noynoy na tayo to make the story short.

Perhaps there are still many like you who are not convinced that a GMA-type of presidency is not good for the Filipino people.
Just to let you know, Gov. Joey Salceda, the economic adviser of GMA has admitted that more Filipinos are hungry today – an explicit admission of failed governance.
For me, the only reason for that is because her government did not spend much for social services. Her government spent more on infrastructure – a major source of corruption. It may have improved GDP but who benefited from such growth? The rich did, they became richer because infrastructures are meant to increase business capacity. That is why Villar’s subdivisions appreciated in value with C5X.
If you are the type of a person who can take seeing good roads littered with a lot of homeless Filipinos, then you would prefer that type of presidency.
Noynoy’s platform, on the other hand, is to spend more on social services with education and health as priority. This platform invests on people and in the longer term will uplift the status of the majority who are poor.
So would you rather that your taxes be spent more on infrastructures for the few rich or more for social services for the majority poor?
Infrastructures are needed but i believe they should be financed more by loans or by the private sector, particularly the businessmen, or those benefiting from it because such investments are more for their benefit and should be self-liquidating. That is why i am telling Arline that the C5X is not right, why spend 6 billion when there is already a BOT project in the Manila Cavite Toll Expressway (MCTEX). Why not spend instead the 6 billion for education and health which are investments for the poor. In the end, they will be able to repay those investments when they get employed as they would be paying taxes.
Noynoy is not perfect as nobody is, but at least his direction is clearly for the poor, the greater majority. If he wins, i will certainly be inspired to do my duty as a Filipino, pay the right taxes and obey the laws. But i will also go to the streets to protest should he not keep his promises, including the distribution of HL in 5 years.
about NOynoy- How can I expect him to defend the honor and morals of the filipino citizens, when he was not able to defend his sister kris aquino from the maniacs- philip salvador and joey marquez. those two are famous for womanizing, infact salvador was slapped with cases in the supreme court for allegedly digging money from ms. decena. Noynoy didn’t do anything. Eh anu kung medyo malandi talaga si kris, but the fact remains that she is his sister and he should have punched those two for dishonoring his family. Thats my apprehensions.
Villar – sino ba ang matinong tao na gagastos ng sobr sobrang pera para lang makapagsilbi sa mga tao. With that money he could have established a foundation that can benefit so many people. i am sure he want to have that coat of authority so he can’t be touched ofr his wrong doings. pabayaan na lang natin sya. ma kakarma din yan.
ERAP – the very example of an insult to every college graduate. A simple person answers only to his needs and that of this family. thats why he needs to be prepared to have a good job and good integrity. That simnple man in the opposite of erap who is greedy to become the president of the philippine not once but twice. naadik na siguro. anyway ang lahat may katapusan.

To Sweet Pen, this is not a question of who you/we are in favor of or a questions of why vote for valid reason(s)… its not even a question of who can save us… You may hear all points of view from people coming from different walks of life but at the end of the day its still you who will decide. Just keep your eyes open and ears as well. Keep looking around you and listen very well coz from there you will have a good chance of finding a better one that will lead us in saving our Nation, the Philippines.
what happened to joker arroyo? i was such a big fan of joker arroyo back when he was the lead prosecutor in the erap impeachement trial and i voted for him when he ran for senator.
but, when he was already a senator he became very quiet and sold out to GMA. and now he’s siding villar?

I was one of the guys who went to times street to sign the petition asking noynoy to run for presidency. Unlike you who lurk in forums posting garbage with no basis. Dont worry though, stereotype ng mga taong uninformed ang hindi nagboboto.
Kaya hindi umaasenso ang Pilipinas ay dahil puro paninira ang ginagawa ng mga tao. Ang malakas ay pinapabagsak sa pamamagitan ng pagtira at paninira. Halos lahat ng kandidato, nagtitirahan. Dapat magtirahan na lang sila sa pwet. Pati ang mga nag aaway sa forum na ito, parang mga titing galit.
Napakaraming tarantado at makasariling pilipino mula sa baba hanggang itaas ng tatsulok. Sila ang panira sa bayan. Kaya hindi umaasenso ang bayan.
Humihirap ang bayan dahil din naiipit lang ang pera sa itaas, hindi naibabahagi sa mga tao. Syempre dahil na naman sa kasakiman at pagkamakasarili.

Thanks mam. I am just an average citizen with a family of 3 children. My husband and I devotes our time to earn a living to support our family needs.
However it is my great hopes that this elections will produce good leaders of the country. One, who has the integrity, commitment, discipline and strong political will to start changing our country. I accept that our country is so corrupt now. I saw from my own eyes how our leaders perpetuate corruption. Because of corruption the interest of many Filipinos are disregarded and left to chances. While the pleasures of a few are served. I is sad to witness that our leaders, Filipinos, betray it own Filipino countrymen. We need to change, re-educate ourselves and our young generation. I am afraid that by the time my young children grew up, they will never knew what MORALITY, GOD AND COUNTRY means.
what if any candidate wont raise any fund for his campaign and won the presidential election. walang kapital. walang dahilan para bawian ang kaban ng bayan.
running for a seat in the government requires capital. it looks like a government post is a commodity; a very expensive one. prospect of gaining wealth is waiting for the winner. this how i feel why the candidates or its supporters are waging war against each other, they are motivated by lusty desires.
